Lost contract sim and contract expired. What to do

I lost my contract sim and applied for a new one. I was asked to pay an amount as my account was overdue, then I was told to wait for a call and come get my sim in a week, I'm still waiting. Went in after not hearing anything from them in 2weeks. I was asked to pay an amount and again wait another 17 working days, I'm still waiting for that call, that was in December 2012. Now my contract expired in February 2013 and I'm getting billed per month as if I'm using the sim. What should I do? Why am I being charged and what for? That's not fair...
Somebody please help
