Pathetic line speeds and line constantly being cut

I am signed up for a 2mb uncapped premium line. At present the best download speeds I have got are 20kb/s. This is ridiculous. How am I to pay for such pathetic speeds. Above that my line cuts out at least 2 times an hour. Thus it interrupts all video calls. I am using the video calls to contact potential client abroad and every 15 minutes I am getting cut off.
