Congested DSLAM, no effort to fix

Been having high latency and slow internet speeds for months now. Telkom says that its a congested DSLAM but they make no effort to put in place upgrade procedures.
This I do not understand... we are paying for a service that we do not receive. I can understand things take time to happen but just set a date, make a plan and tell us whats been done to help us.
Telling us nothing is throwing salt into the wounds.
