Telkom - Congested Exchange Glenashley

I've been dealing with this for long enough now. I've seen numerous complaints on this website about the same problem I've been experiencing.
My Telkom exchange is congested. It's been congested since October. I've been dealing with local latency spikes between 200 - 800ms. It is absolutely ridiculous. There must surely be something that can be done to rectify the situation?
