ADSL Line still not installed

I raised an order for a simple package last year and still do not have an ADSL line. initial order 54964581A, when the technicians came on 3 occasions they said there was a fault that existed with the connection to the road. this i was told was resolved but when the technician came back again it was not. My order was then cancelled by Telkom, i then re-raised a new order 59051399A. Again technicians were dispatched and again i received the same feedback. I was told that the fault was being scheduled to be resolved but everytime i phoned the help line it was not. I raised escalation codes and last month received an sms saying that there was not sufficient infrastructure.

When i check their online speed test it says my address is capable of up to a 10mb line, my neighbours have wifi networks that are visible on my phone and ipad. Why have they offered and accepted an order when they can not fulfil what they have offered. The reason i applied is the 3G network is slow in my area and i need the consistency of a fixed line. I think that this is utterly unacceptable that this has been going on for so long and is still not resolved!!!
