Operations Division - Ignoring my Pleas for Help

I sent my phone for Repairs to Cell C in Dec12. In Jan13, their Midrand Repairs Centre called to advise that they will bill my account for the Repaired value. They failed to bill the repairs of my phone to my account - with reason that my Bank Account number was invalid - so instead of calling me to advise me of the matter - they suspended my lines. I called Cell C to ask how is it that the debit order goes off every month from my bank account - yet they claim that they couldn't bill the repair to my account in Feb. They eventually billed the repair value to my account - However, the lines are still suspended. I have reference numbers and names for the calls I made to Cell C - and every time I call - they promise to call me back within an hour - but they Don't call back. They refuse to put me through to a senior manager - they always say that they will escalate the matter.
I even threatened to report them to ICASA - yet they don't bother to come back to me to resolve this issue.
I eventually got through Nqobile who claims that she is a Senior Manager in Operations - Ref No. 13050887006 -Still No response from her - Instead I get an email from a consultant advising me to upgrade.
