SHOCKING SERVICE AGAIN FROM TELKOM

So, after 3 months of blood, sweat and tears I finally got my line installed... but the headaches continue with telkom..i am paying for a 4mb uncapped line from telkom (using telkom as my isp too)... my online gaming experiences are being totally ruined by the SHOCKING latency i experiencing arrund 90% of the time..how does it work that for an hour in the afternoon i have the correct latency for the server which i am connecting too (152.111.192.243 the cape town based Dota 2 server) of between 5 - 50ms... then late at night and pretty much the other 23 hours of the day i am getting pings of 350ms - 1000ms!!! This is TOTALLY unacceptable and unplayable! i have friends in PE who use 1mb lines and are connecting to the same CT server while i connect... their pings are 50 - 100ms... and they are 900km away... yet i am in the same city and will have pings of 750ms at the same time, when i do a tracert even the first bounce too 105.224.100.1 takes 460ms... i want to know why i have these daily, consistent HUGE fluctuations in my latency and speed because the monthly bills i get from telkom definitely wont fluctuate in price!
