Is it regarded as /ripoff

So I'm a cell c customer not prepaid but contract.irrelevent of either when it comes to paying a R57 for bis..been having this throttled back network speed on a 3g phone was told that I'm downloading too much.not the point here..everymonth 3days before and 3days after my bis expires I get shutout..no network nothing.then suddenly 3 days after bis Is loaded back to normal. I've sent a complaint and somone did actually call back only just to confirm my problem.same thing this month.even though its 57pm..I ask if its fair? Is it regarded as? I'm done moaning and complaing..hello voda or heita here I come.
