Application for telkom line not successful due to

In my quest to get a telephone line I was informed by an sms the next day that telkom has to provide infrastructure to my area which will only be in their next financial year. Until now nobody can give me a reasonable and valid answer regarding this. I am not the only person receiving these sms. How difficult can it be to apply for a telephone line from telkom??? I already have an order number and escalation number. Everytime I must phone telkom to find out what is happening.
