ADSL exchange congestion - no ETA to resolution?

I am on the Faerie Glen exchange, TFGN02. This exchange services a large number of people in Faerie Glen, as it is the only exchange in the area. On Thursday last week, it is as if a switch was flicked, and ADSL on that exchange has become totally unusable in the evenings and on weekends. Pings are 500 to LOCAL sites, and over a thousand for anything international. It is impossible to do anything reasonable on such a connection. I inquired with my ISP, who liaised with Telkom on the matter, and said they cannot say when it will be resolved. How is this possible? This exchange services the bulk of Faerie Glen, and yet it will be left in this unusable state for a period that, if other people's experiences are anything to go by, could be 6-12 MONTHS. And I am expected to pay for such a pathetic service while hoping that it will someday be fixed? Surely high-capacity exchanges can be prioritised for a resolution of some kind! I cannot believe Telkom cares so little about their customers that they won't even provide an ETA for the resolution of such a huge problem. No wonder fixed-line subscribers are abandoning ADSL left, right and centre.
