FRUSTRATED - slow ADSL speeds & lack of feedback

Complaint 1:
For the past three weeks I've been experiencing EXTREMELY slow international connectivity on my adsl line - my average download speed is under 0.2Mbps on my 2Mbps line, LESS THAN 10 PERCENT of what I am actually paying for. I have tested using multiple ISP's, all with the same result. I've contacted the call centre to have an incident logged, for which I received no feedback until this morning, when I suddenly got a sms informing me that the incident has been closed. The problem, however, has NOT been resolved and I am still stuck with the same slow connection speeds - NO PROGRESS AT ALL.

Complaint 2:
Due to the lack of feedback and service regarding the above matter, I have signed up with another ISP out of DESPERATION and have requested to have my line rental transferred to them as well. The problem is that the transfer cannot be done before my existing data contract with Telkom has been cancelled. I have contacted Telkom ISP MULTIPLE times to do so, but each time I am told that someone from the cancellations department has to "phone me back" before the contract can be cancelled. To date I have received NO COMMUNICATION in this regard.
