EDGARS Special on blackberry

I went to edgars after an advert on special offer on blackberry 9320.According to the advert I was suppose to pay R149 a month on topup 99 but to my surprise I got a bill saying I will have to pay abou R209.49 A month. I called vodacom about this confusion then explained my story then I was told that I'm on topup 200 and the R9 was for my phone numbers to appear when ever I make/receive a call. But in term of deliverable I got a R99 airtime and got a bill which I have to pay about R224.04 a month. For me this is unfair because this is not what I signed for I it will be my wish if you could help me resolve this matter because I really feel robed.
