I only want some service PLEASE!!!

I've upgraded my cellphone contract via the internet on 10.3.13 and as off today 11.5.13 I still havn't received my new phone!!! I spoke to Jose at Vodacare Westgate, very helpfull, and he tried his best to help me with the problem. Upgrade department promised Jose that a credit will be passed on my account by 26.4.13, which was never done!! I phoned Upgrade department again on 7.5.13 and spoke to Promise, also very helpful, and eventualy the credit was passed on my account. BUT I still can't do a upgrade via the internet due to the fact it shows that I've already done a upgrade!! Order number U471860.
I phoned the Upgrade department again and are still waiting for them to get back to me!!
My current contract expires 18.5.13 and would realy appreciate a decent response and sorting out of my complaint before the expiry date, please.
Why is it so difficult to get some decent service from beginning to end???
