Telkom cant fix ADSL problem

Since early April my line has repeatedly experienced high latency issues. The fault has been reported 7 times. Each time the problem has been resolved within a day or two - but the problem returns after a few days. My records are as follows:

Problem recurred yesterday, I called again yesterday - asked for a supervisor to escalate -they said I would be phoned but they never phoned back but somehow the problem was solved. The problem has recurred again today.
This situation cannot continue and I need the problem resolved once and for all. I cannot keep logging faults on a regular basis. Various times I have been told that they have connected me to another "pod". Or they have exchange problems etc. etc. Surely the problem can be easily fixed!
The call centre wont escalate the problem. All they do is log a new fault - fix it for a few days - then it returns. They say that they cant escalate a "new" fault number.
I have sent the above to Cornelia Kawa (who apparently deals with Hellopeter) but no response from her despite a reminder being sen
