Y an employee, still haven't heard from them

I accidentally left my cellphone at Edgar's fourways mall while fitting a jacket, 15min later I called my phone and it was already off. I went to the forensic securities to please assist with views of footages to see who might have taken it. I was told that the camera was a moving one and they can't help much. Fair enuf. The person then decided to make use of my airtime after I had reported my phone missing and made transfers to their line, and that's how I tracked them down. I then went to management to report the case over a week ago and I was told that they will get back to me. Funny enuf, management admitted that it was indeed their employee but I still haven't heard anything from them. I don't even know what to call this, but the controls are weak as staff members aren't allowed to carry their phones at work. Question is, how did she manage to escape security with a phone...
