No delivery. Alot of excuses

On the 19th of February we paid for 2x chairs that were on special. On numerous times we contacted the supplier as well as emailed them, only to be given one of the following excuses by David / Chantell: 1 - Truck is on its way. 2 - Out of Stock. 3 - It will be delivered the same week.
This went on for over a month. Eventually I contacted them and said I want my money back. Johan agreed and said he will give me my money back. On the 22nd of March I sent Johan Watson all the details as he said he will be paying the money in, we gave him till the 28th of March at 12h00 for payment to be done. None was received.
On the 28th I sent him the mail AGAIN stating I am still waiting for my money, no reply. So I phoned Johan on the 2nd of April, he said the money is paid in so I asked for a proof of payment but none was received. When I phoned him on the 04th of April 2013 he said he will get back to me, NOW after we had to go and buy other chairs they want to deliver and it's a problem to give us a full refund?
How can you do business if you cannot deliver? Every time we phone they have another excuse, emails are NEVER answered, no communication with regards to our delivery.
