What is the formula for assigning cashiers?

I would just kindly like to find out how does rotation for cashiers work in Clicks. The Clicks mentioned above has seven possible till points, however, you will rarely find 4 of them operational. More often than not, there are only two or three by which you can pay at. It continuously happens that there are a queue of about 20 people with only three cashiers available, and one ends up queueing for over 15 minutes. This morning I went in there at about 07:40 am and there was only one cashier available.

You can also forget to pop in there on your way home from work, as after half past five, there are only two cashiers available, no matter how long the queue.

I can fully understand if the store is not busy, having seven till points operational is a waste of time and money, but when your store start to fill up, can't till points also follow suite?
