I am coming to help you... what a joke, no show

Went to mangers desk to get a price voucher for an item they didn't previously have stock of.
The manager took very long shuffling around papers by his desk.
He then said i must wait there as he's coming. After 17 minutes i just left the store!
It should not take even 5 minutes to sort such a query.
I asked several staff members for assistance and they all said the same thing, they will called the manager...
Total waste of time.
