E: FICA??

I received post from Edgars last year informing me of the change of supplier for credit to FNB. The letter also categorically states that i should not worry as it will be business as usual and no changes.

But now i am told that i must FICA and that i cant use my account until i do!!! Now, i do not think my english is that bad that i am able to understand what was meant by it is business as usual and no changes... so y the changes???
