FICA reg. not done EDGARS account blocked

I have been an Edgars client for close on 20years. The past 15 months I have been battling to get the FICA registration done and my account was blocked this is the last two referance numbers given when my account was unblocked in order for me to buy WS-0353-FC-201311171121435_8913, WS-0353-FC-20140108TIS3408_9455 . On the 14/1/2014 I received a message to pay up my account by 31/1/2014 and apply for a new account I would like to know why the FICA registration was never done on my current Edgars account after Edgars Carnival Mall faxed my papers to the FICA departement numerous times. I have a funeral policy that will lapse if my account is closed down. I have been in contact with the Customer Administrator at Edgars she gave me the telephone number for the FICA departement but there is no answer.
