Paying for Quotes But Never Receiving any

I handed in 3 watches to them on 11 Jan. One of which I needed a quote for seen as it was a brand name, leather strap that I was asking them the price of. I had a quote from another company, but wanted to see who would come in cheaper. I get a call a few weeks later that one of the watches is back in store but when I asked them to find out what's happening with the quotation, they never call me back. This happened twice. I eventually went in to the store on the 18th of Feb (waiting 5 weeks for a quotation) only to find that all the watches had been delivered and the strap had been replaced for R380. My Boyfriend was desperate to get it back. When enquiring about what needs to be done about this inconvenience, I was informed that I'd get my quotation fee taken off the bill as a "curtsy". I was 'helped' by the manager with no motivation to resolve this situation, and had the attitude of "take it or leave it" I was put in a position where I was forced to pay for the watch just to get it back. Lungile, the lady who wrote the job card, is also at fault for her wording on the form, it was NOT to be replaced, only quoted upon. (Repair No:40313) The lack of training is astounding!
