No respons on my policy claim

I have a Edgars Hospital Cash Back plan for 18 months now. Was in hospital for 9 days and proceeded my claim, they called me and said I cannot claim because I had to be on the policy for more than 12 months???

Since then I am struggeling with them and every time I call Edgars I have to explain the whole story and then they give me a number for Hollard and when I am finish explaining all over again they give me the same number of Edgars I called the first time that is how it goes the whole time. After three months of explain to Edgars and then to Hollard, they told me I must wait for Edcon to call me! And I am waiting two months now!!!
I am tired of waiting but I still want my claim because I am paying my premium each and every month for the past 18 months now! What' s the use of having a policy if they IGNORE you??
