No refund!

I went to get some printing done. i was told that they had now started charging for cutting - a fee of R20. i had previously never been charged for cutting- but i agreed to the fee.
i paid for my order (the guy who helped me actually agreed to waive the cutting charge) and while i waited for the cutting to be completed I realised that i had actually been overcharged on the price of my order. I told the guy who had helped me and he recalculated my amount owing and agreed that i was due a refund of R54.00. when he called the lady who works at the till - she informed him that i was being charged R50 for cutting because it was taking them a long time to cut and that i would NOT be getting a refund!!!
I could not believe this and said that no one discussed a R50 cutting fee with me. I told them i was disgusted with this manner of charging without first consulting me and that i would not return to their shop ever again.
the manager then came and spoke to me and said he agreed it was wrong that they had charged me and that i did not have to pay the R50, however, i was owed the R54 refund which i told the manager - he just ignored this and walked away! i left with no refund!
