Irresponsible Granting of Credit

We live on a farm outside Kimberley. A retired worker and his wife also live on the farm. His monthly income is R1200 per month, which is the Government Old Age Grant. His common law wife used to get a temporary disability grant, but this has been suspended.
Lewis have sold this indigent, illiterate pensioner two lots of furniture. The repayments to Lewis are R797-20 per month. his leaves Piet with R302-80 minus his funeral policy, to buy food with. I think this is scandalous and wonder what the National Credit Act is all about - is it just another law that nobody takes any notice of?
