Forced to buy more than what was ordered

I ordered a Design package from this website advertised at R299. I tried to pay electronically using paypal and it didn't work. I emailed them and they sent me details to do an EFT to their account. The amount I had to pay via EFT was for R320.00. Once all this was completed I received a email a few days later informing me of the following: Due to Weight list, your order couldn't be shipped, Please we want you to order 2 more items so it will be shipped as the MOQ is 3units (actual email wording extracted). I advised them that this is as if you order 1 item off any other website you cannot be forced to buy more units to get your one item. I said I will report them to the ASA and hello peter to which the reply was - "then we will be gladly waiting for your report" (actual email wording extracted). I want Gadget Palace to refund me my R320 as they have not delivered my package.
