Payment did not go off

I did arrange with home choice to take my hole arrears amount from my brothers bank account they load a debit order and they told me that the amount will go off on the 30/01/2013 today I phoned to follow up on my account and again they told me it did't go off because the had a problem with their systems like every time I want to pay how must I pay them if they have have problems every time I want to make a payment for the last month's if the systems is not working its not my problem they put me on itc as a slow payer but they don't deduct the money and the fund was available in the bank. they wan, t to phone you 8-10 times a day for your payment but when you wan't to pay them every time they have a different't story please help me
