Incomplete Orde

I bought a 21 piece comforter set from Homechoice which included curtains as well as a free duvet set. When I received my order some of the things was missing however they did included a letter confirming that not all the goods was included. Due to the letter not stating what exactly was missing I decided to call them the following day and was advised that according to the system the order was complete. I advised the about the letter and the fact that there were some items missing. I was advised that I needed to go to the police station to get an affidavit and fax it to them. I then wanted information regarding returning the item and was advised that I will still need the affidavit.
Why must I be inconvenienced with getting affidavits for a fault on there side and since I have the letter that was in the box confirming that some of the good was not included.
