CHristmas Voucher and Queue waiting time!

Firstly it is December and the 3 times I have been in the stall there has only been 1 Cashier. Waiting time ridiculous. Walked out the first time after 30 min in queue. Went back and wanted to buy 2 shirts for my son. I received a Christmas voucher "R75 off anything you desire in-store" which I wanted to use for this transaction. Again after this time about 40 min in queue I got the front and the lady informed me I cannot use the voucher because if I buy 2 shirts I get R10 off each and this is a promotion so voucher cannot be used. I then left empty handed and fuming cross. I then double checked the voucher and it does not state anything in terms and conditions about sale or promotional items or that further conditions may apply. I went back again today and spoke to the manager Monde and he said he would allow the transaction as I was correct with regards to the Terms and conditions. When I got to the till another floor manager came out to apply the R75 voucher and after an argument with her and even though Monde said he would allow the transaction she would not allow it unless the items were bought at full price. I am extremely upset with Edgars - take your voucher and stick it!
