"We don't care" attitude

Today I went into the Richdens spar to get something for lunch.
The floor staff were helpful and friendly but that is where the good experience ends.
I got to the till and was standing in line when the cashier put up the "till closed" sign.
She then asked me if I was paying cash or card and I replied, cash.
She told me that I cannot pay cash as she has no change. I did not have my card on me and I was not about to go stand in another line.
I left my goods at the till and left.
I then called the store and spoke to a manager, who did not give his name.
All he said was, sorry, we do have change.
Nothing else and no resolution.
I have complained to the store via email before and again was told that they apologise for the bad service but there was no resolution. It has taken me 2 months to go back to the store and now I will never go back.
It seems that the attitude is more one of, we know we are bad in customer service so you as a customer must just accept it.
How can you not have change at your till points on a Saturday, in Hih school, I used to work for spar in Fourways and we almost never ran out of change!
Has spar gone backwards in the last 15 years?
