Shocking, shocking "service"!

I bought a pair of shoes in October 2012. The size was incorrect, and I immediately notified Zando that I require them to be returned, and therefore refunded. I logged an email, as well as a call. 2 weeks later, I had still not received feedback. So I called the call centre again. The agent was most friendly and guaranteed me that she was sending the instruction that very minute to have them collect the item, and attend to my refund. Needless to say, 3 months and several calls later, I have STILL not had the courtesy of a response or someone to collect the item. I have offered to return it and drop off myself, and each time I get told "no need for that ma'am, we will collect it and I am giving through the instruction as we speak."
Well now, WHAT ON EARTH MUST I STILL DO TO GET A BIT OF SERVICE HERE AND FOR ZANDO TO HONOUR THEIR UNDERTAKING TO THEIR CUSTOMERS??? I am beyond fed up and I WILL take this as far as I have to, including reporting them to the consumer council if I do not have POSITIVE response and this is all sorted out by tomorrow. This is THE most appauling service, EVER!
