This Shop Charges An Extra 2% For Card Purchases

Good day, i went to this Ramjee Wholesaler on the 30 August for my late fathers funeral to get some groceries. My bill came to about R2300 and when i presented my card the lady told me that the was a card 2% card fee for card purchases. I asked the manager if this was true and asked to see if it was authorised and he said yes it was and i must check with all the banks cause he doesn't have time to show me documentation for that. As i was walking back i saw they had signage notifying customers of this and i took a photo of one of the signage and the invoice showing the 2% charge. Is this allow? I feel these guys wants cash so they can invade tax and taking advantage of unknowing customers.
