WHAT. A RIP OFF!!!

WHAT A RIP OFF!!! I purchased a dress from Paris Paris a so called designer shop for R699 only to find out that a relative of mine bought exactly the same dress frm a chinese shop in Gauteng for R180, of course I was devastated, angry, upset, watever, but I thought I am not going to pay so much for a dress so I went to return it. The owner refused to give me my cash back instead gave me a credit note, forcing me to buy other items from his store. I would like some response, advice, regarding this issue and ofcourse some professional advice regarding the NCA policies. All this store is, is an exclusive chinese shop that is making a mega profit and ripping off the public with their high prices.
