Illegal billing

In 2003 i open a furniture account with house and homes but was later retrenched in 2005 leading to non payment. After years of looking for a job, i decided to register full time at the university of the western cape for a degree. I have not been able to pay my account due to financial constraints. on 2012/11/29 i received a garnishee note from Gerhard van der merwe attorneys instructing my employer to deduct R350.00 per month for a balance of R20 824.84: Ref BEL6026/DEONH. According to the National Credit Act, this account should have been written off as bad debt as i have more than 7 years non payment. This is affecting my credit rating as now i am a rehabilitated and responsible citizen. Worse the Garnisshe was delivered in Pretoria head office and i am in East London. Can anyone assist as this was supposed to have been communicated to me prior the garnisshe orde
