Billed even when my account has a zero balance

After I have been abused by getting billed on my account when it has a zero balance I was informed that I was getting billed for insurance and my question was how can you get billed for a car insurance when you own one... I requested that they close the account immediately and they checked if i have any amount owing and the account was sittting on zero value they then proceeded by handing the form to fill and I was later informed that i will receive e-mail or sms confirmation but the only conformation I received was the billing confirmation that I owe them more money again. I went to see them today 24.07.2013 and I spent almost 45 minutes explaining my situation and I was later told to pay the balance before my account can get any attention.
