Why do I get charged interest on a policy premium

I paid off my account in full, but still every month I got a statement with a policy premium of R9.40. I have call the account's department more than once and enquire from them why are they charging me interest on my policy premium I was told more than once that it will be reversed, and after 3 months the policy will be cancelled automatically.
To date this never happened why I know this because today I received my statement in the post and the amount I have to pay is R38.52 including all the above (interest and policy premium) this is no for more than 3 months that it was suppose to be cancelled all by the system.
Wonder if I refer this to ICASA (Independent Communications Authority of South Africa) what will happen. Just a thought...

And I have proof of this all my statement are on my desktop of my computer.
