Non cancellation and no refund

I used ADT in Cape Town as a security service for my home.

Since Februry there have been new owners who have been paying for this service yet I have been charged as well.

I was in contact with Tanya and was told that my contract is cancelled and the new owners will now be paying.
I was also told that I would be refunded for this. And guess what, this morning my bank account was debited yet again.

This is a clear violation of the consumer protection act.

Which ombudsman do I take this to? Or should I contact my lawyers directly.
