Incorrect Billing, Incorrect date of increase

I entered into an agreement at the end of January 2013 and received my handover certificate on 30 January. An annual increase was performed on 1 January 2014 instead of February 2014, the 1st month of the new contract year. I only received written notice of the increase after the increased amount was billed. The amount billed was also incorrect from the amount on their notice. After repeated calls to get clarification no one seems to know what to do about the obvious mistake and none of the promised "we'll follow up and get back to you" ever materialised. Their office admin is poor and everyone you speak to blames another person who is coincidentally not at the office today or currently in a meeting.
