Negotiating with a burgla

On Saturday I receive a call at 22:12 that my alarm went off. I confirmed that no-one is suppose to be there. At 22:40 they call me back to tell me that there is a Brodwen there and he says that he's my son, after explaining that I don't have a son with that name and that I don't know him. 23:25 I receive another call, where the lady is advising that Peter is still negotiating with Brodwen. Eventually at 23:30 I get to speak to Peter, and when I asked how Brodwen got in the house if he has a key he says no. Then he asks me what he should do, I told him to arrest him, becasue clearly he was breaking in. When I asked him if he wanted me to do his job and that he was going to loose his job, he said it's fine. Please explain to me why I have an alarm when the buglars can break in and then the armed response still negotiates with them? I expect an answer and I want to know what is going to happen to Peter.
