Someone didn't do their job and now I have to pay

We requested a consultant to give us a quote on an alarm system, which was very quickly arranged. We then opted to have the system installed, but first we had to pay for the system (approx. R5 000). The alarm system was installed a week later, but this wasn't done properly so we had to request for it to be fixed.
Then after two months we get a notification that the account is in arrears with the same amount we paid two months ago. After struggling to get hold of someone that knows what they are doing we were told to send the proof of payment through, which is what I did when I did the initial transfer. Then three days later after multiple phone calls we are notified that a debit order for that amount has gone through, but it will be refunded... after 14 days. When we asked why this happened blame was shifted to us "because we didn't put a reference on the EFT", upon investigation we found that we did in fact put the reference that was indicated on the quote. After arguing with the ADT employee we were promised that the money will be refunded within 24 hours, which also didn't happen.
To me it appears that everybody at ADT is incompetent and they over R5 000 from me.
