Tracker's Tracking system does NOT work

Tracker has mysteriously increased my monthly premiums, just after i called and asked them to test if the unit work, i have with them for almost 2 years now, and never used the service, and they sent an email stating that they can not locate my vehicle and that i will be charged a call out fee for their agents, how am i suppose to pay for something that is supposed to be working since I'm paying every month.
