Downgrade package but charged more

During September I downgraded from Premium package to Extra however I was then billed more for the downgrade than for the full package. When I phoned to challenge the billing I was told that because I receive MNET through a split signal I will still be billed for MNET even though I am not receiving the signal.. This is crazy as I am not receiving the service as the signal has been cancelled. It would appear that the first agent changed the signal on the packages however did not complete the admin. The second agent said they will have to check the recoding of the call as agents do not make mistakes. More than a week and I have not received any communication.
