HYGIENE comprised in lieu of MONEY

I own a sectional title property in Westlake which UTH manages. For almost a year the bins have not been removed and the grass has not been cut and I'm told because of outstanding levies. Although my outstanding levies is not the issue here, I would however like to point out, I pay what I can afford and what has been instructed by the Debt counselor from order of the court. As I am aware and have been advised anything that affects hygiene irrespective of other issues should NOT be comprised.
Furthermore the municipal account is paid on time. However I am told because my levies are outstanding these NECESSARY HYGIENIC services will NOT be carried out at my property.
For the past year, on numerous occasions we have been trying to resolve this issue with UNLIMITED TOWNHOUSES (managing agent) and BHOA (Broadlands Home Owners Association). They promised AFTER a 'six month' meeting, the service would be reinstated, another six months has passed and still nothing has been done. When we do try to make contact, either parties are forever in a meeting or waiting to have a meeting to discuss this issue. A year later and they are still in this 'meeting' with no feedback.
