Water coming from the Light bulb in the bathroom

I am writing with so much anger right now
Last year OCTOBER 2012, I wrote to Hellpeter complaining about a leakage in my house,
I moved in to new flats in Jabulani Heights Soweto (built by CALGROM3) in August last year, then we complained to Calgro that there is a leackage in the bathroom, water coming out of a light bulb, since then we spoke to a whole lot of different people who came and checked the leackage and promised to fix it.
A guy by the name of Martin, and Derik from calgro came and went to the flat upstairs (above our flat) to check exactly where the leackage comes from and realised that they have to re-do the bathroom upstairs in order to stop the leackage coming in our flat.
They told us to wait a few weeks for it to dry out, but we kept on complaining that there is still water coming out of the light bulb and really it is dangerous because now the light bulb even burst because of the water.
Since then they have been taking us from pillar to post, we have to always phone them and complain and nothing happens
