Can Jowen disconnect without Council consent?

I am an owner of a unit at Wedgewoodgreen in Bedfordview which I am leasing out. The Body Corp & Jowen Property Management doesn't respond to mails/explanations on statements unless addressed aggresively. They disconnect electricity illegally which is a criminal act according to the Sectional Title & Rental Act which states that it is illegal & a criminal act for any Landlord, Rental Agent or Body Corporate to disconnect without the Council's consent even when in arrears or in dispute of amounts & are to use other legal means to recover arrears. They deliver disconnection notices on the day of the disconnection during working hours & charges disconnection & reconnection fees. They don't give tenants atleast 2 weeks' notice of the disconnection to appeal the disconnection (The Rental Act states that even the Council must give tenants 2 weeks notice even if the Landlord is in arreas. Even through I am an an owner at the complex looking to sell, I would not recommend purchasing in the Wedgewoodgreen complex. It is damp & the building is cracking & I have personally seen a unit sinking. It is built on a ''vlei''. Please warn would be investors & get the message out.
