Misinformed Regarding Property

Hi There, I need some advice please My husband and I purchased a property in Langebaan where the agent told us about the monthly levy and that we need to build by April 2013, however he failed to tell us that if we do not build by the date given we will be penalised R2000 per month. Now, I have refused to sign the Langebaan Home Owners Association document and I am being told that If i cancel i will have to pay all cost. Please Advise
