Deposits Not Paid Back

At the beginning of July, I gave Notice to vacate my flat giving 2 months notice. At the end of August I moved out and was told that both the deposits (rental deposit and electricity deposit) will be paid after 21 Days. After 21 days, I called and was told that it will be paid in 3 days and now it's 8 days and I haven't received any deposit and I think it is uncalled for to wait for my deposit for more than a month but when I was still staying at your flat, I was not allowed to miss payment even with a single day. I don't even know why does it have to take 21 days after moving out as they have checked the flat and did the meter reading. Please help.
