Terrible flat condition

I moved in this flat at Wondeboom suid 506 Wonderzicht in 2011 September, The wardrobes doors were falling off in both rooms, the carpet in the lounge was supposed to be brown but its black, they promised to fix these things but in vain. Huurkor sent a guy for inspection and quotations but for the last 2 years they have not fixed it, the reason is the owner that does not want to comply. I have fixed the small bedroom wardrobes doors myself because they were falling on my child when he is sleeping. The main bedrooms wardrobes are still not fixed because we have figured a way out to keep them intact.
My only problem is that still under these conditions the rent is going up and each time the rent goes up the deposit money is also going up. The owner is just benefiting from the flat but does not want to maintain it.
