Paying undisclosed commissions to managing agent

We were recently informed by our board of trustees that Propell are paying so called "undisclosed commissions" to the managing agent of or very large housing estate without the knowledge of the trustees.

I would like to know from Propell if this is the normal way they do business and if so why were these payments never made know to trustees and members. Some members of our association have called these payments kick backs, bribes and some have even called it. I am no legal expert but it does make one question the ethics of both these companies if all of this is true.

How many other home owners associations and body corporates who deal with Propell are suffering the same fate without the knowledge of trustees or members?

I'm not expecting but would appreciate a response in an open form such as this.
