They don't want to pay my deposits back

I was a tenant in one of they premises situated in Windsor from February this year until beginning of June, i gave in my notice towards end of May, due to a bad service i was experiencing, water was disconnected for four flipping days during may, i stayed without water, while i have been paying for my monthly rates including water and electricity each and every month without skipping any payments.

i was definitely planning to move-out by the end of June, but due to circumstances i was forced to move-out before that because i could not live without electricity, its was also disconnected the following month, its was too much trauma for me to bear hence i was paying my rental on time each and every month.

Currently they don't want to give me my deposits back, which amount to R4000.
