I own a couple of flats in a complex that is managed by SIGMA properties who in turn appointed Propell to manage the Levy collection. What I have experienced and am sure thousands others out there is the level of extortion and practices that Propell and their legal cronies have perfected and continue to practice with absolute disregard of the level of immorality bordering on criminal activity. One assumes that they are retained to collect and obviously get paid a percentage of what they collect on behalf but looks like that is not the model here, the whole proposition is based on looting innocent homeowners by introducing ridiculous and totally unjustified penalties and fees. These include up to 40% compound interest on levy arrears, R17.50 per minute for a call, R15.40 per email, R5.70 for sending sms and over and above their legal department automatically get allocated a monthly fee of 15% of the outstanding fee without even informing the account holders and in addition BBM is also getting a cut on a monthly basis the amounts which end up more than double the monthly levies, these are the real tsotsis!! What a way of raising cheap capital, Disgusting!
